IGIRE Rwanda Organization is a non-profit organization dedicated to empowering youth and women through education, skills development, and access to employment opportunities. Our programs focus on technology, entrepreneurship, and leadership development, emphasizing empowering young women through initiatives like SheCanCode Bootcamp and Academy for Women Entrepreneurship (AWE).
Job Summary:
The Programs Manager will lead the development, implementation, and scaling of IGIRE’s flagship programs, ensuring they reflect our mission of transforming lives through digital and entrepreneurial empowerment. The role requires strong leadership, strategic thinking, and a deep understanding of youth and women-centered programming.
Key Responsibilities:
Program Leadership & Implementation:
- Oversee the execution of programs including SheCanCODE Bootcamp, AWE, and related youth empowerment initiatives.
- Develop program strategies, budgets, and implementation plans with clear deliverables.
- Track program milestones and adjust plans as needed to ensure quality and timeliness.
- Foster a culture of learning, inclusion, and innovation within program teams.
Team Management:
- Supervise program staff, interns, and volunteers; provide ongoing mentorship and development opportunities.
- Coordinate work plans aligned with organizational priorities and project goals.
- Cultivate a collaborative and values-aligned team culture.
Partnerships & Stakeholder Engagement:
- Build and maintain relationships with partners, donors, and key stakeholders.
- Represent IGIRE Rwanda in forums, media, and advocacy spaces.
- Liaise with partners to support graduate employability and alumni engagement.
Monitoring, Evaluation & Reporting:
- Design and oversee M&E frameworks to capture impact and learning.
- Use data to inform decisions and strengthen program effectiveness.
- Prepare and share regular reports with leadership and funders.
Resource Mobilization:
- Identify funding opportunities and support proposal development.
- Ensure donor compliance and quality reporting.
Communications & Advocacy:
- Collaborate with the comms team to highlight success stories and impact.
- Champion youth and women's voices through storytelling and strategic partnerships.
Qualifications and Experience:
- 3–5 years’ experience in program management, ideally in youth or women’s empowerment.
- Proven track record in delivering tech or entrepreneurship-focused initiatives.
- Strong stakeholder management and budgeting experience.
- Bachelor's degree in a relevant field; Master's or PMP is an advantage but not required.
- Familiarity with tools like Asana, Trello, and Kanban boards.

Key Performance Indicators (KPIs):
- Budget Variance: Maintain budget variance within 5% of the approved budget.
- Stakeholder Satisfaction: Achieve above 85% satisfaction rate from stakeholders, as measured through surveys.
- Risk Management Effectiveness: Ensure that 90% of identified risks have documented mitigation plans and are monitored.
- Project Completion Rate: Achieve 100% on-time completion of program projects within the established timeline.
- Cost Performance Index (CPI): Maintain a CPI of 1.0 or greater, indicating cost-efficient project management.
- Employee Churn Rate: Keep employee turnover below 10% per annum.
- Net Promoter Score (NPS): Maintain an NPS of 70 or above, reflecting positive program feedback from participants.
